Budgeting for spill kits, what's a reasonable amount to spend?

So I've been tasked with putting together a safety equipment budget for next year and honestly I'm a bit lost on what's reasonable to allocate for spill response gear. We're a medium-sized food processing facility in Dubai Investment Park with about 40 employees, and we use various cleaning agents, sanitizers, and some food-grade oils in our production lines. Nothing too hazardous, but definitely enough that a decent spill would be a problem if we weren't prepared. I've been looking at different options and the prices seem to vary wildly, fr om what looks like really cheap kits that I'm suspicious about, up to premium ones that cost several thousand dirhams each. I'm trying to figure out a sweet spot wh ere we're getting good quality without overpaying for features we don't need. I checked the spill kits price in UAE across a few suppliers and it seems like the mid-range kits offer the best balance of quality and value, but I'm not sure how many we actually need for our facility size. Do you guys go by square footage, number of employees, number of drums stored, or some other metric to determine how many kits to have on hand? Also, is it better to get a few large capacity kits or more smaller ones spread around the facility? I don't want to under-budget and end up with inadequate coverage, but I also don't want to waste money on more than we realistically need. Any advice from people who've gone through this budgeting exercise would be really helpful.
